Bossing progression in OSRS isn't really about combat level — it's about which mechanics you've learned. This ladder orders bosses by how much new mechanical difficulty each one asks of you.

Plenty of accounts hit Vorkath's combat requirement long before they can actually kill it efficiently — the gate isn't the number, it's whether you can execute the mechanics. Jumping straight to a boss two rungs above your experience usually means a lot of expensive deaths before it means profit.
